To submit the app on the Play Store, you will need Google Play Developer Account setup for your organization. Please follow the steps mentioned here to create a  Google Play Developer account.

While creating the developer account please ensure that the developer account type is "Organization". We will not be able to publish your app on a personal developer account

Note: Google’s recent change to its App Review Guidelines, it is key that apps are submitted directly by the provider of the app’s content using their own Google Developer Account. If the app and the developer account do not match, Google might reject the app.
